PT Fircroft Indonesia is currently recruiting a number of technical engineers, technologists as well as support staff for the oil and gas sector. Our client is an international oil and gas exploration and operating company with significant interests in Indonesia.
We are now searching for the following position:
PIPELINE MANAGER
Basic Purpose:
• This position has responsibility for operation and maintenance of 450 km of oil and gas trunk lines and pipelines in South Sumatera in accordance with HSE policy and procedure.
• This position is responsible to implement pipeline integrity programs such maintenance pigging, pipeline inspection, corrosion prevention, pipeline repair, etc. Continuously evaluate and ensure proper risk mitigation measures are deployed for all the pipelines, particularly in sensitive area close to the plantation, rivers and the populated areas.
• This position is also responsible for PL right of way inspection and maintenance as well as Road management and maintenance.
Job Requirement:
• Engineering background (S1) and at least 10 years experiences in Engineering or Operations.
• Supervisory experiences in operation and engineering. Strong leadership to develop and implement program, drive new initiatives, and deliver results.
• Strong interpersonal skills to manage large group with a diverse workforce, most of which are from local communities and possess varied levels of expertise.
• Good communication skill both writing and speaking – bahasa and English.
• Knowledge of various P/L operations, construction and maintenance codes and standards is preferable.
• Able to foster teamwork and to gain supports from other department such as HSE, D&R, Security, Supply Chain, etc.
• Proven track records in managing budget.
• Have business knowledge and a good understanding in procurement/contract process.
• Good decision making skills.
NATURE AND SCOPE (SPECIFIC PRIMARY DUTIES)
Health, Safety And Environmental
• Responsible to implement all operational activities safely and in environmental manner in accordance with HSE regulations, standards and procedures. Provide visible leadership to engage workforces to follow HSE program and achieve zero incidents.
Pipeline Operation And Maintenance
• Coordinate with Operation and Maintenance group to develop necessary P/L operation & maintenance program and procedure to ensure integrity of pipeline.
• Responsible to implement P/L maintenance and inspection program in the field such as pipeline pigging, pipe line checking, and cathodic protection.
• Ensure to have monitoring system that hydrocarbon enters and flow through trunk lines meets specification.
• Coordinate with Operation to ensure that chemical injection for corrosion prevention is implemented properly.
• Develop and implement pipeline and flow line repair program.
• Develop and implement inspection and maintenance programs for pipeline right of way and company road.
• Ensure necessary pipeline spare are in place including emergency response kits.
• Develop emergency response plan in order to minimize P/L operations disruption.
Row And Road Management
• Develop and implement road management and maintenance program. Coordinate closely with DnR and Security group to minimize and control traffics.
• Coordinate with other group to prevent an encroachment and address existing encroachment.
• Develop a comprehensive documentation system on company properties related to the existing ROW.
• Provide proper signage as per regulation or for preventive measures.
• Develop and implement proper inspection program for PL ROW.
• Develop and implement vegetation for ROW to prevent erosion and encroachment.
Emergency Response
Develop emergency response plan in order to minimize P/L operations disruption and secure necessary response kits.
• Provide leadership during emergency response.
Budgeting & Contract Management
• Develop budget forecast and tracking for all PL activities.
• Ensure cost spending under approved budget.
• Manage contracts under PL organization and ensure renewal timely.
People Training
• Ensure competency of workforces and provide necessary training as required.
External Relations
• Establish a good and proper communication with related parties such as BPMIGAS, MIGAS, Government etc.
• Establish a harmonious relationship with local communities in order to promote security of P/L and ROW.
PRINCIPAL ACCOUNTABILITY
• Implement Contractor Safety, Health and Environment Management System.
• Managing Operation Support Contract related with pipeline operation.
• Implement and monitor local hiring implementation which related to local hiring policy to contractors working under Onshore Gas Operation and ensure labor relation is working to secure sustainable development.
• Manage Scheduling and Budgeting to meet corporate target.
• Participate in synergies with other related department to achieve company synergies goal.
• Responsible for the observance of safe working practices for onshore gas operations with related to support services activities especially to contractors activities.
• Ensures compliance to corporate standards by conducting regular safety inspection tours, audit and stewardship review and follow-up action plan.
• Implement training and mentoring program for support services personnel to increase competencies which inline with individual development program. Monitor and evaluate job performance output and compare with key performance indicator.
• Ensure all job site specific procedures established and maintained.
• Ensure contract and contract execution within P/L Group meet with Company Goals and objectives.
• Ensure all P/L group KPI are achievable and provide plan for improvement to all goal and objectives.
• Establish work plan based on priorities and well communicated with users and relevant parties.
